Once the precursor chemicals have been mixed to create the nerve agent, then the clock starts ticking on the effectiveness of the nerve agent. The central question to answer is -
Did the Russians smuggle (could have been planted on the spies daughter without her knowledge) in a ready mixed nerve agent that may have lost its potency or did they smuggle in the precursor chemicals and then mixed them in a haphazard way that made the nerve agent less effective just prior to the attack.

Corbyn did his usual thing, made the point about following international law and treaty obligations, then waffled a bit. Then I would guess his scepticism of the intelligence services got the better of him. Didn't help matters that the Tories did not afford him the politeness of staying quiet as they did for May.
