Editing 4k Video

Looking for confirmation - a sales person attempted to sell me a 4k camcorder with the suggestion that it would have the capability of recording footage with a wide enough view that during the editing process I could get multiple 1080p quality shots by focusing the shown footage on part of the frame and then introducing cuts or pans to other parts of the frame.

Does that make sense from others' experiences with shooting and editing 4k video footage?

Would I need to have specific video editing software to create that effect during the editing process?

Thank you in advance for any advice or suggestions you are able to offer.

Yes that is indeed the case. It's not a very creative way of working however. Entirely feasible to reframe 4K content within an HD frame though.

Most video editing software will do this.Just check it supports keyframe animation.
