can anyone recommend an actually universal remote app...ios or android?

The catch is that the best of them Are expensive apps that require additional expensive hardware in order to send IR commands.

No phone app is truly universal without additional hardware.

So not much different to buying the current king of the hill when it comes to universal remotes, which are the Logitech Harmony series.
These also come with an app.

Try Touch control for ios.Very flexible and some scripting is possible.
