Hi , I am very new the whole smart heating thing . I am looking a system that allows me to put a thermostat in each room and it controls the radiators in that room without changing my boiler or  time clock

I currently have thermostatic valves on the radiators but they're not giving me or my wife the result we would like we would like to take the temperature sensing item away from the radiator to the point in the room that we're sitting so the room is at its comfortable temperature I hope that makes sense sorry about the English I am dyslexic

What sort of TRVs do you have now? The "smart" ones I have seen allow you to set an offset temp value to compensate for them being right next to the heat source. If you have standard "dumb" TRVs now, then that could explain it.

I think they're standard dumb TRVs there is only one to five in the settings and that is it and you turn the top of it no digital screen nothing

Yes, so "smart" TRVs, like the EvoHome or Tado, connect to the internet and allow you to control them from an app (there are other connection methods as well). You will need this type of TRV to allow you to turn off individual radiators based on a room temperature.

Can the smart TVR be link to be linked to a room thermostat  as well ?  So the tvr does  what the thermostat tells him

Yes I believe so, depends exactly what system you go for. But like I said, you can see an offset that takes into account their proximity to the heat source.
