I am looking for a budget camera, cheap as possible that does a decent job at taking pics at night and low light as well as beautiful photo's during the day. For an amateur who is travelling.
Thanks in advance.

A tripod helps a lot for low light and night as you can keep the shutter open for longer without blur from camera shake.  Second hand camera and tripod options are likely to be better value from money than brand new.

Fuji XT10 and the 16-50 lens?

That would probably be my choice.  Small and light (for a camera which takes different lenses), decent controls and with a big sensor and a system that gives lots of room to grow into.
