Dennis Hopper is the leader of a bunch of insane terrorists with bad accents. Steven Seagal (fearless Zen Warrior and leader of the Bomb Squad) and Tom Sizemore (a Cop on the edge) team up to foil his evil plans.
Tom Sizemore is a cop on the edge (his wife and son were killed by a car bomb) and he and his partner stumble on the mad bombers plotting to blow up some stuff. The bombers escape, but Tom manages to capture the evil accomplice and plastic featured Jamie Pressley - although Tom's partner dies (to add pathos).
Tom goes around punching Jamie (in the script or improvised? You decide...) and Steven Seagal tries to be cool. Sadly, you find yourself unable to care about anyone or anything in this film. Although there were a couple of good explosions, it just wasn't enough.
It's not as good as "Glimmer Man". Or even "Stone Cold". These films were at least entertaining, and far more watchable.
When it comes on TV watch it - don't spend any cash watching it on pay-per-view, and certainly don't rent it. To be watched only if you have nothing better to do. Otherwise go to bed.
