I skim read the link, but I think it said they should be implemented in such a way as to encourage their use.  Which may well mean that they can be switched off in software.

Black box fitted as well. The EU is arguing that the EU is suffering from speed, the UK, the figures are lower for accidents.

Limiters and black boxes, insurance companies will have fun with that.

My last 3 cars have had speed limiters, now the GPS knows how fast I am going when speed limiter is not engaged, so it would be a simple matter for GPS to apply speed limiter in speed restricted areas with instructions from satellites.
The problem I see is new cars would be restricted while old cars would not.

In the UK speed is not such the issue they make it to be, the best thing that policy provides is the assisted braking for collisions.

While I agree that speed is not really such a problem on motorways etc, the problem is people in 30 mph zones who should have got out of bed 5 minutes earlier.

Most of this technology has been available as options on premium vehicles for years.
Just means that it will standard equipment even on a Fiesta.
As for slowing down automatically, now that would scare the pants off me.
I think it should be down to education, ie: My neighbour across the road been caught at 47 Mph in a 30 zone. He already has 12 points!! Guess he hasn't learn his lesson, take him of the road permanently.

I wonder what it will be based on?  SatNav databases are often way out, even if regularly updated.

The new system will be fitted to all new cars irrespective of whether we leave the EU or not. Apparently you will be able to over-ride it with a heavy press of the loud pedal.

That will not change. And where a limit is say 60, but 40 would be a better speed for conditions, you can still get tail gated by the late risers.
