They referring to the whoever pulls the trigger, or pushes the knife. Not a mayor, not a government or anyone like that. These are individuals doing this.

It always was, but what was my point about making political points out of this

I heard him say it live. I think he was being himself and used a healthy dose of dramatic expression and freedom.

Reality Check: Has London's murder rate overtaken New York's?
New York is definitely a much safer place than in 1990 when there were 2,262 murders. But it's not remotely clear yet that London is becoming more murderous than its American cousin.

Also to add.

New York had 290 murders in 2017. Their lowest number in 70 years.

London had 116. (Excluding the terrorism related deaths).

As I said in my first post, we have largely ignored the trend  i.e. not news, up to now. The fact that we have overtaken NY has made it news. Let's not say all is OK because the NY figures are their lowest for 70 years.
We need to be looking at reducing the upward trend in London. How did the Mayor of New York tackle the problem successfully? Is there anything our mayor could learn from his success?

Giuliana did a good job of cleaning up NY when he took over.

Does the Mayor of London have any say in the amount of the police budget or is that determined by central government?
