My office is south of Blackfriars Bridge, all I can hear is sirens (probably unrelated) and can see three choppers over the London Eye.

Yes it can be both, terrorism isn't confined to organised group incidents. Inspiring lone wolves is part of ISIS' arsenal.

If he's inspired by ISIS, he's not a lone wolf then. His motivation and political motivation are one and the same with ISIS and at the point of action, he's just an ISIS proxy agent.  Lone Wolf to me says somebody with their own political motivations or mental health issues.  

Wasn't the whole point of Al Qaeda to not have a control structure and to encourage isolated cells?   That doesn't make each cell lone wolves.
