Just moved into a rented flat which has a storage heater in the livingroom and hall and a normal elec heater in the bedroom.

I put the livingroom heater on yesterday so it could get its overnight charge and I noticed that it was giving out heat almost straight away.

Do they only charge at the set time if you are on economy 7 and if you're on standards tariff they just work as normal heaters? Or are they knackered?

I noticed it used 3kw in 30 mins or so and this was at 9pm last night.

Any help will be grateful, thanks.

That's maybe right then. When they come on they don't just heat the blocks in side, the whole thing heats up giving you heating at the same time heating the bricks to dissipate during the day. As for tariffs check with you provider

Is this just one single heater rated at 8kW (approx 32A)? Sounds big.

You should have a teleswitch or timeclock which switches the heaters on at a preset time. Either your time clock is out of sync or your heater is connected onto the non e7 supply (bad)!

Remember your heater will use the same amount of units no matter when it's on. The difference is you want to be paying the e7 tariff on those units and not the full whack tariff.
