Tea bag in a mug, boiling water in - wait 5 min (timed) - tea bag out and milk in.
If you put the milk in first then you cool the water and clog the bag.
Could be different if you've brewed a pot then poured but as I'm the only tea drinker here it doesn't happen in our house

Loose leaf tea in a pot for us Through the tea strainer in the cup first though then add milk , and for me a lump or two of brown sugar .

That's the way my Aunt did it and I see no need to change as it's a nice cupotea .

In fact I’m sure I read in the most recent edition of fake news monthly that one of the first identifiers of psychopaths is putting milk in first.
