Have you run a network test on both? What were the results?

Yes, I'd do this. May be that one Xbox is prioritising bandwidth. OR that one is in the DMZ with an open NAT and the other not.

The only differences between the cables is as follows:
Cat 5 - has a speed up to 1000 Mbit/s, 100Mhz
Cat 5e - has a speed up to 1000 Mbit/s, 100Mhz
Cat 6 – Has a speed to 1000 Mbit/s, 250mhzCat 6a – Has a speed to 10,000 Mbit/s, 500mhzCat7 – Has a speed to 10,000 Mbit/s, 600mhzHowever your cables will make little difference as you're likely plugging them in to Cat 5 rated socket on your router or switch.  Your router will be throttling the data back to what it can handle.  If one Xbox is on the DMZ and the other isn't that could be a large factor. One will get a free run out/in the door and the other wont (for want a better description)

Id try checking your router setup to check the DMZ settings.  and swapping them and try again.

failing that it could simply be as mentioned the X is using UHD textures which the other isn't thus its quicker.
