The problem is probably down to the HDMI handshaking between the console and TV, there are sometimes differences in this so Xbox is complaining that it isn't getting back the correct info from the TV saying it supports [email protected] which is 4K in this context.

Is the firmware on the TV up to date ?, as that's usually the solution in these scenarios, if the TV has a game mode you should turn that on as well for the input the Xbox is plugged into.

There is also some info here on problems with ps4 pro and 5000 series, you may have to toggle some HDMI settings in the Philips menus in order to get 4k output.

So I changed the hdmi settings from legacy to normal and that seemed to do the trick but as you can see movies and tv and playing games still is saying my tv doesn't support it. Is this as good as it's going to get or is there something else I can try.

It's not saying it doesn't support it. It's saying it doesn't support 3 specific things;
4k at 50Hz
HDR
10bit colour (which is needed for HDR)

One of the early 4k TVs?

Since it doesn't support HDR I don't think the lack of 10bit colour will matter.

Surprised there's no 50Hz support on a European TV.  you won't be able to use 4k terrestrial (if there were any) or satellite TV signals as those are likely to be 50Hz to maintain compatibility with standard HD and SD.

Stuff like Amazon and Netflix is 60 Hz or 24 Hz I believe so you should be ok there.

On my Sony TV,  4k blu rays would only work on hdmi 1. You might need to try each hdmi input in turn to see if one of them works.
