I would wait a couple more weeks to the new amd processors are out if I were you.  I have the 9900k and it’s hard keeping it nice and cool, new amds will be cheaper and run a lot cooler.

As you have little knowledge of gaming PCs (I presume the computer is for gaming) I would you suggest you have a look at the many companies that make pre-configured gaming PCs (Don’t try and alter the specs yourself) and go got the best you can afford, that way you will have a reliable unit with room to upgrade in the future.

it's so easy to overspec when buying a new machine.  To mirror the comments above have a very clear idea of what you are using the PC for.  I've got a gaming rig and only had 4gb of memory recently upgraded to 12.  for example you would be wasting your  money on a top of the line GPU if you only have a 1080p monitor.  You don't mention what monitor you have

Memory makes sense if you are video editing or want lots of apps open, some games benefit from better memory for holding textures but a lot of that will be on the card itself.  32gb is a bit overkill.

500gb SSD should be fine for OS duties and even 120GB will cover that on an windows 10 but ensure you install games most games on the disk rather than SSD as that will fill up quickly.  If you have a couple of fave games then SSD will provide quick loading times but stick the rest on disk.

I believe the corsair PSUs are decent and always worth spending the extra for stable power.

Agreed
Agreed

And also what the budget is.

I would personally get more ssd space these days as installing games to ssd or video editing is quicker on ssd.

Better video card but depends on your monitor

But it all depends on your requirements...

If you can afford the one you list above with 9900k and rtx 2070 I say go for it, although I'd only have 16GB RAM for general purpose / gaming. If you want it cheaper/can wait for pci-e 4, look at AMD.

For general purpose and gaming, the sweet spot in price performance CPU-wise imo is the AMD 6core/12 thread 2600. It retails at just £133 at the moment, including a cooler. The new 3600 is expected to be quite a lot faster and will support pci-e 4 with x570 boards.

Most people will tell you water cooling is better. But it can fail and kill everything in your PC. I prefer a Noctua air cooler for similar performance, and free adapters to future motherboards. When a cpu fan stops working, you just pop a new one in or do without a front case fan until a new one arrives. If your water cooling breaks, you can expect a more complicated or expensive solution.

If you care enough to comment here with specs, then do consider buying parts and building it yourself.
