I have Panasonic TX-50CX700B bu its non HDR one, I have a chance to get LG UM71 UHD  49'' for £275 and I know it's LGs budget line but I wondered if it would be better than my older Panasonic TV. Would there be any advantage of Active HDR on budget panel?

I haven't looked into the 2019 (M) revisions but in previous year's LG's U-series models have had minimal increase in their dynamic range. I'd expect a very poor local dimming system and a slightly wider colour gamut.

Plus it'll be IPS so presuming your CX700 is a VA-type LCD it's starting with less range to begin with.
