Flying With a Power Bank

My granddaughter is off to France today & I'd lent her my power bank in case of phone charging emergencies. But then first thing this morning I wondered about issues with the lithium batteries so tried Googling. I'm now just confused as there seems to be a lot of conflicting information out there about whether they're classed as spare batteries or complete units. Also whether they can be carried in checked or cabin luggage. To avoid the risk of problems at security & it being confiscated, I've told her not to take it.

Does anyone have a definitive link to the rules for UK/EU? Are they CAA defined or vary by airline?

It has to be in hand luggage, if I remember correctly it had to be less than 100Wh.

Batteries go in hand luggage.  That is essentially the rule.  A power bank is a battery.  It goes in the hand luggage.

If you're even slightly concerned check the Airline's own pages, print a copy and take it with you to prevent someone "interpreting" the rules at security and binning your power pack.
I'm most familiar with KLM and they're quite clear you can take powerbanks in hand luggage but not checked bags.
