Repair cordless hoover

Have got a decent little black and decker hoover...but it's stopped working.
Have tested the voltage on charger and it's only reading 17volts. The charger is 23v 400ma. So it does seem to be the charger at fault.

I thought I would have to buy a charger bas having opened the vase up, the transformer plug cable is just cut and terminated.

So I can just buy a transformer plug. Anybody know if I can use any charger, can I use an old laptop charger that is 23v

You may want to translate that last paragraph as it makes no sense whatsoever.
What is the voltage/current requirements of the vacuum cleaner?
It should be stamped on a label somewhere maybe at the charger socket.

The hoover itself is 18v but the charger is 23v.

As I’m sure your aware if you have a 18v battery you need a slightly higher voltage to charge it.

The fact my charger is reading 17v tells me it’s faulty.

The price of a new charger is ridiculous but I don’t need the base so can just buy a plug a retrofit it

You haven't stated if that 17V you measured at the charger is on or off load...if off load the charger is definitely faulty and you can probably make use of the 23V laptop charger you already have as long as it can supply the same or more current than the original one.
Just make sure you get the polarity right when wiring it.
£99 for the B & D charger is daylight robbery.
