It is a surprise because both are legit Brexiteers. With two thirds remain to one third leave parliament, you'd expect him to retain every Brexiteer he can find. I think the biggest concern for remainers was appointment of a team that genuinely united the party. Never say never but it looks unlikely IMHO given the announcements so far.
He could of appointed Iron Man, capt America and Thor himself and you would not Marvel at his Endgame . Much like Endgame its a second attempt on an impossible task .
