Having done a bit of research the problem is either the air mixer flap is stuck or broken or the valve that controls the water valve has an issue. The water valve is fitted to one of the pipes going into the heater and has a vacuum pipe going to it...the vacuum might not be working and stopping the valve from opening and closing to shut off the coolant or allow hot coolant into the heater. Check that your model has the same water valve.

The air mixer flap appears to be at the bottom of the heater box.
There is also a common fault where the control mechanism at right hand side gets stuck (clutch pedal side)...this needs the panels taking off at the front and the clutch pedal side for limited access. Symptoms are the air doesn't move with the different settings.
The fix is to put a peg back in place.
I would doubt that the whole heater unit needs replacing, but I haven't seen the car.

It's possible the price is right, there will be a lot of labour time as removing the heater box is a long winded and difficult job. Whether the second hand price is correct i couldn't say without pricing it up at breakers.
To remove the heater box and replace the broken flaps on a Peugeot 407 costs around £400 depending on who you get to do the job....that isn't replacing the whole heater box, only the flaps.

Ah , ok thanks, so it could all be right then. Is the technical name for it a "heater box?"

Cant seem to find one online with that name.

Was told the problem is some straps running from the control are broken inside it if that helps, doesn't make much sense to me though.

The Mrs saw what the part was today that needs sorting  it's a small plastic looking thing  can't see how this would be so expensive unless it's a micro chip or processor of some kind

Ok,

Another update  

Apparently the bit of plastic shown to the Mrs was a chunk of plastic from the actuall Heater box.

It has a hole in it so the complete unit needs replacing ... And would seem to the the cause of the problem .

Have no idea how this happened of course .
I think it's probably a problem the previous owner had .
