This is one occasion where I don’t think per-capita is the right measure.  The environment doesn’t care about per-capita, it cares about absolutes.

Another graphic, the data is quite old but serves to illustrate.

                                                                                 

Here we see that the worst polluter per capita, by a long way, is UAE, but they contribute bugger all to the overall problem.  China, pretty low per capita, but the third largest in total.

Absolute is certainly the ultimate metric, but when playing the blame game, you really can't ignore per capita.

Excellent, so climate change is all the fault of the Emiratis, all 9.4 million of them.

Also when you look at countries like China, the statistics get skewed.  There are huge numbers of chinese communities, vast numbers of people, that live a lifestyle not that far removed from the 18th century.  To get proper ‘per capita’ figure you need to look at the industrialised areas.

Or just don't play the blame game. It's not a black and white issue.

The whole send 'em to India/China bollocks is stronger in GC, so I've just stayed out of it there.

They've been crap with their plastics and now importing landfill, but have been recycling for generations ... out of necessity and thrift.

Our rather ineffective Mayor, who sits on the fence most of the time, sold them off as some kind of political oneupmanship.

The police were waiting for him to give direction and leadership on how to handle these protestors. He was silent.
I will be landing in Heathrow tomorrow morning ( with family ) . There better not be any disruption .

Because our previous ineffective Mayor bought them before their use had been licensed and our then ineffective Home Secretary Theresa banned their use as political oneupmanship against Johnson in their race to succeed dear old Dave. Khan's managed to get a few quid out of it, and if that put Johnson's nose out of joint, by design or accident, it really is the least ridiculous part of the sorry story.

Ironically Greater London, where the protests are mainly centered, has the lowest per capita C02 emissions in the UK at 3.6 tonnes (2016). https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/718978/2016_LA_CO2_emissions_stats_one_page_summary.pdf

Probably down to areas of outer London, like where I live. I get frogs, newts, squirrels and the occasional snake in my garden. No black snot here, unlike central London.
