35c on a GPU isn't really minimal tbh. The new GPU boost operates on temps. If it gets near the temp set it will throttle back.
You wouldn't get my CPU to 4ghz without a monster cooler and fans running at higher speeds either.
I'm not saying  air cooling products are crap,there not and have come a long way and do a cracking job but it still won't beat water cooling.
I got into it as it was the next logical step, something to try as part of my hobby not bragging rights.

Agree on cpu will get some extra here n there no doubt, but temps on gpu are just numbers 35 or 65 makes no difference either way, perhaps bit extra oc but nowt worth bothering with (same with cpu really depend how bothered u are). Not worth the money apart from bling factor.

mayb i could get to 3.7ghz and 1200 core but worth the money? nooo

Temps do have a direct link to OC on gpu's as well, especially this new GPU boost. Higher overclocks require more volts which gives higher temps which can cause throttle. All depends if your interested in pushing or not with low ambient noise really.

Get the air flow correct then there is no throttle problems.

1 watercooling wipes the floor with air cooling in terms of performance. After all water is a far better conductor than air is.

does watercooling increase overclocking? I can hit stable 1280 atm. Can I get to 1300  with watercooling?

use liquid nitrogen that will cool it down

I remember some dude using liquid nitrogen to cool his cpu and OC`d it to 4 or 5 Ghz

wonder if its on youtube still.

All depends on the chip ie silicon lottery. You might not be able to get past 1300Mhz as the chip may need more voltage to get there or it just might not be capable of that sort of speed. If you are at the temperature  limit where your gpu starts to throttle then it might help but its not guaranteed. Even if you did get another 20-40Mhz it would mean very little in terms of frames.

The problem with my 7970 is its not exactly loud, but compared to my 5850 it is, hence the idea of watercooling
