He is still in control, but if he is constantly looking behind him then he could be driving without due care and attention, but as ufo550 said, a good competent driver has to be aware of their surroundings, including in front, behind, the road ahead and to their side.
Sometimes you have to drive for other people on the road and not just for yourself.

I get that, I do 35000 miles per yr for the last 20 yrs (been driving 32yrs). I just don't think the video posted is a great example of bad driving, more so the OP looking for faults to post.

There's so much worse on the roads than someone in slow moving traffic eating a banana.

Oh, and yes, I am fully aware of all around me, the camera does the looking, I just naturally use mirrors to be aware, esp when someone is too close.

Well, not always, but I have to agree that posting car-cams on Youtube is more revealing about the poster's driving than the object of the poster's usual anger and effing and blinding.  There are some very impatient drivers out there who don't or won't anticipate other drivers actions around them - it's as if they go out their way to put themselves in a situation to record the "incident" and then post on Youtube.

Of course, we don’t see the driving beforehand, but it’s clear the driver had got confused with the peddles or autogear selector.
