What someone said they wanted to try and achieve without actually having the actual power to change it, to which he has since changed his view.

versus actual policy statements and changes to the Law by the Home Secretary, who clearly DOES have the power and HAS used it first to restrict and then now to ease.

The Mayor has the ability to advise the police on their discretionary use of powers and enforcement within the limitations and framework set by the Home Office.

Do you agree or disagree that the use and range of section 60 powers were limited by the Home Office in 2012 and have just been relaxed somewhat following on from the decision at the end of March 2019 ?

Well my argument and evidence is from the office of the Mayor..

He can't MAKE the law.
The Home Office restricted and limited section 60 use, ergo Khan was restricted to those Home Office applied limitiations.
