It was written in jest. But in truth, I'd happily see almost any measure introduced to curb the benefits aspect of the welfare state. It seems that the Conservatives are more interested in punishing those who actually work, and Labour...well, they're Labour - they invented the concept of living off benefits as a career choice. It's just a tragedy this Govt are doing nothing about it.

I think you misunderstand.

No passport = have to pay for higher education tuition fees. Have passport = free tuition fees.

Ok how about their parents being tax paying residents then. Why would you want to give free education to British citizens all around the world who then actually never contribute to to the U.K.

Why would we require something in the budget for that? There is no law against it, if anyone wants to create or union let them. In my opinion ofcourse.

If a young person living in the UK or outside of the UK has never paid any taxes and produces a valid British passport, then that person is entitled to free higher education tuition fees.
