I may be remiss here but we seem to be heaping heavy burdon and lambasting the likes of HMRC to solve said exploits when the the entire worlds governents don't pass laws to give such the opportunity to investigate them to begin with. Have i got this back to front ?

You cant be too hard on HMRC as they are doing their best. For instance they asked the Guardian and BBC for access to these latest leaked files and was refused by both - so they cant exactly base an investigation over something that somebody writes in a newspaper without access to the evidence.

My understanding is how could HMRC even attempt an investigation if no laws have been broken to begin with.

Whilst it isn’t necessarily illegal to use those constructs, that doesn’t mean that the sources of those funds are legal or that there may be connections of interest.

Like Gary Barlow investing in loss making schemes to offset against taxes and Chris Moyles pretending to be an unsuccessful used car salesman, it could subsequently be ruled that leasing your own property or loaning yourself your own money is also total bullsh*t, and as such there's going to be a tax bill through the letterbox.
