You didn't mention you powered it off at the wall/psu switch.

If it is on a normal start or reboot then that's not normal and that sounds how you described it at first

I haven't overclocked any component . The ram is on the vendor list. I did mention to Asus (today) that the staggered boot occurs if I switch off from the plug or the rocker switch. They never asked anything extra about it, was adviced to update the bios, if problem persists, rma.
I'll hopefully get to try the older psu tomorrow.

what happens if you leave it turned on at the wall and shut it down then turn it back on like with the power switch on the front of the pc?

It boots normally, only when the power is cut from the plug or the rocker switch, then it will stagger the boot.

Then it works as normal as put before my current and last pc do this (Asus and Gigabyte mobo's) - most people don't fully power off their pc's.

I missed what you meant with rocker switch. If you turn it off completely, this action is normal and my Asus maximus  board does the same.

Thare is no need to keep turning it of completely, the power draw when switched off is  miniscule.

Tried the old psu, it didn't have two 8pins for the vega, so used the old gpu. Still staggered boot and stutter. Left power running at plug and psu, shut down, starts normally.  So if this is normal, then Asus tech aren't aware of this! That just leaves the os stutter.

Are you talking to somebody via phone or chat etc?  The problem is often 1st line support are working from scripts or flow charts and if it doesn't say it on the script then it doesn't exist .

There are plenty of examples on their own website forums of this happening.

Which is the actual problem!

Which retailer did you buy it from and when?

There could be a number of reasons including damaging the board when installing the CPU\cooler that might have caused this.

However I would reset the bios to default and do a clean install on the SSD as that will not take long to do and at least you do not need to RMA it. Are you using the same cable as the HDD, if so swap it for one of the other ones that came with the MB.

Have you got the latest bios installed?

You have tried a different PSU, GPU and RAM so that either leaves the CPU or MB as an issue.  Trying a new build will eliminate the SSD.

Then I would look at returning the MB to the retailer for them to swap particularly if it is under 30 days.

I was chatting to Asus via the messenger help they have, they did use scripts. The latest bios is installed. I got most of the parts from amazon, and I'm well past the 30 day return. Installing the cpu and stock prism fan went smoothly. I might try an old plasma 1080 TV, to see how it fairs, failing that, it'll be a clean install.

I've read somewhere, enthusiasts wouldn't dream of installing an os from the media creation tool.

The stutter is throughout the os, not specific to any app, it is like a judder, shake, very brief, frame rates are fine, it's very noticeable watching a film, no audio stutter. All drivers up to date etc.

Stuttering during OS usage could be a number of things, lots of applications running at once eating ram, something hitting the hard drive heavily thus slowing everything else, not enough power to push all the hardware at one at load etc...(assuming nothing is damaged)

Ill be honest Id never install an OS on one architecture of Hard drive then copy it across to a completely different one, like you suggested you did (that to me is illogical, just install on the drive you want it on in the first place)
